India:-Airtel & Google join hands to provide free internet for mobile users

Airtel mobile customers will have access to mobile web search and feature-phone-friendly versions of Gmail and Google+ in India for free.

Leading global telecommunications company, ****** Airtel has joined hands with Google to launch free internet service for mobile users in India.

They announced the launch of Free Zone, which will give Airtel mobile customers access to mobile web search and feature-phone-friendly versions of Gmail and Google+ in India for free.

According to a statement released by Airtel, Free Zone aims to make the web accessible and affordable to all mobile users.

The Internet services available via Airtel includes:

Gmail: Users have unlimited access to Gmail from their mobile browser. If users click on a link or attachment within the email they are directed to a page where they can purchase a data package.

Google+: Users can share online photos and messages with circles of family, selected friends or the public; follow updates on the things they are passionate about - from cricket to photography, music to news; and follow people they?re interested in.

Google Search: Users can search the entire Internet and access the first page of websites from the results for free. If they click further into a website after that, they are directed to a page where they can purchase a data package.

While Airtel subscribers will not incur any data charges to access these services on Free Zone powered by Google, access to more advanced services such as attachment download or browse through to web sites from the ones accessed in the Free Zone would be enabled through the subscription to a standard data package. The first page of a website linked from search results is provided at no data cost. They are informed about the data charges and given the option to purchase an appropriate data package.

Working with Airtel on this exciting trial means that we can offer Internet services at no cost to anyone with a phone. This gives people easier access to information in a way that benefits everyone, whether it?s an individual or a small business that wants to reach more people on the web. Students can easily look up for facts to work on their assignments, housewives will be able to easily check on recipes and connect with their friends and family from their mobile phones."

Free Zone aims to put the web in the hands of more people and empower first time Internet users with several useful services of the Internet.

Airtel mobile customers can access the service by visiting airtel Free Zone | Gmail, Google+, Google Search on Mobile | No Data Costs and start using the Internet without having to sign in to the service.

Student debt stalemate will hammer millions of undergrads

Time is running out for Congress to act. And low-income college students will pay a high price if a deal can't be reached by Monday's deadline.

Interest rates on many new subsidized Stafford loans will skyrocket?from 3.4 percent to 6.8 percent?on Monday, unless the Senate reaches a compromise.

The likelihood of that happening dimmed Friday as Congress recessed for the Independence Day holiday week.

Most in Congress agree loan rates should to stay lower than 6.8 percent, at least for the subsidized Stafford loans used by the country's lowest-income students. But they're stuck on how to get there.

Republicans want to let the rates fluctuate with the markets every year and use the proceeds for deficit reduction. Democrats say that's unreasonable and want to cap how fast rates can rise.

Existing loan rates will not change and rates on new unsubsidized Stafford and PLUS loans also will remain the same.

Congress could come to an agreement later this summer to lower rates, but that may be unlikely.

"It is possible for them to make a retroactive change, but only if the loans have not yet been disbursed," says Mark Kantrowitz, senior vice president and publisher of Edvisors.com. "So they could make a retroactive change if the US Department of Education delays the disbursement. But I doubt Congress will reach an agreement after July 1, as they are still too far apart."

More than 7 million undergraduates receive subsidized Stafford loans, for which the federal government pays the interest while the students are enrolled in school.

But the nation's student debt crisis affects so many more.

More than 38 million Americans have student loan debt, totaling nearly $1 trillion, a staggering number that has quadrupled in 10 years and keeps rising. Student loan debt now surpasses credit card and auto loan debt in this country?and it's only expected to get worse before it gets better.

"I see the debate about interest rates as a distraction from the real problem, which is the amount of debt," said Kantrowitz, who is also founder of FinAid.org, a leading website on financial aid for college and graduate students and their families.

"Each year the average cost of graduation goes up by about $1,000 or more. And having less expensive debt is going not going to make much of a difference if the total amount owed keeps on going up."

A study done this spring by economists at the Federal Reserve Bank of New York found that the share of 25-year-olds with student debt has increased from just 25 percent in 2003 to 43 percent in 2012. The average student loan balance among those 25-year-olds with student debt grew by 91 percent over that time, from $10,649 in 2003 to $20,326 in 2012.

The amount of debt has risen as tuition, room, board, fees and other college expenses have soared. The cost of attending college has risen about 4 percent in the past year alone?and has far outpaced the rate of inflation in recent years.

Total charges for a full-time undergraduate at an in-state public college rose from $17,136 in 2011-2012 to $17,860 in 2012-2013, according to the College Board. Private college costs for one year totaled $39,518 in the past year, up from $37,971 the previous academic year.

"Grants are not keeping pace with the increases in college costs," Kantrowitz said. "When grants are relatively stagnant or even going down that causes students to borrow more."

But many families don't plan or try to calculate the total cost of attendance for a student's college and graduate studies?and that may be at the crux of the student debt crisis.

Sallie Mae CEO Jack Remondi said poor planning exacerbates a borrower's burden, regardless of the rate on the loan. Sallie Mae is the largest provider of private student loans.

"If you overborrow, whether the rate is 4 percent or 7 percent, you're still going to encounter difficulties," Remondi said. "A plan that takes into consideration what your income potential is going to be when you graduate and what that debt burden is going to be is critical."

Unfortunately, many students and parents have failed College Planning 101.

Less than a third of low-income parents said they knew how they would pay for their child's college education before they enrolled, according to a Sallie Mae study. Only 37 percent of middle-income families had a plan. Among high-income families, only slightly more than half said they had a plan to pay for college before their children enrolled.

Yet this critical lesson can significantly cut borrowing costs: As long as your total student debt at graduation is less than your annual income, you should be able to pay back your student loans in 10 years or less, Kantrowitz said.

Keeping that formula in mind when choosing a college, graduate school and course of study can help students significantly cut borrowing costs.

Cantor: ?I can?t tell you what?s in that big Senate bill?

A bill that would overhaul the nation's immigration system passed with bipartisan support in the Senate Thursday, but some of the top Republican leaders in the House say they haven?t bothered to find out what?s in it.

In an exclusive interview with Yahoo News Thursday evening, House Majority Leader Eric Cantor said he?s not aware of the details in the Senate version of the immigration bill and reiterated that the House would move ahead with its own approach.

?I can?t tell you what?s in that big Senate bill, and the well over 1,000 or 1,500 pages that it may be, and that?s my concern,? Cantor told Yahoo News. ?I don?t know if you could ask a lot of the senators what?s in that bill. And that?s my concern.?

The Senate bill is comprehensive, combining mandates for border security and a pathway to legal status for immigrants living in the United States unlawfully. House Republican leaders have signaled that they will take a piecemeal approach to immigration reform instead, a move that could make it difficult for the chambers to reconcile the two versions.

In the interview, Cantor declined to say explicitly if he thought the House could pass a bill that includes a pathway to legality, but he did say ?there are a lot of discussions that still need to be had" about the issue. Cantor emphasized his support for a bill like the Dream Act, which provides a pathway to citizenship for children of immigrants with unlawful status.

Even though the Senate moved swiftly on immigration, Cantor suggested that the House would not hurry to pass its own version of an immigration bill.

?In the House, we?re going to be very deliberative about the approach, trying to address a very broken immigration system and to see what we can do to try and fix it,? Cantor said.

DAKAR, Senegal (AP) ? Laying bare a clash of cultures, President Barack Obama on Thursday urged African leaders to extend equal rights to gays and lesbians but was bluntly rebuked by Senegal's president, who said his country "still isn't ready" to decriminalize homosexuality.

Obama opened his weeklong trip to Africa one day after the U.S. Supreme Court expanded federal benefits for married gay couples. In his first in-person comments on the ruling, Obama said the court's decision marked a "proud day for America." He pressed for similar recognition for gays in Africa, wading into a sensitive area in a region where dozens of countries outlaw homosexuality and a few punish violations with death.

"When it comes to how the state treats people, how the law treats people, I believe that everybody has to be treated equally," Obama said during a news conference with Senegalese President Macky Sall at the grand presidential palace in Dakar.

But Sall gave no ground. Senegal is "very tolerant," he assured Obama, but is "still not ready to decriminalize homosexuality." Sall said countries make decisions on complex issues in their own time, noting that Senegal has outlawed capital punishment while other countries have not ? a pointed jab at the U.S., where the death penalty is legal in many states.

Obama's trip, which also includes stops in South Africa and Tanzania, marks the most extensive visit to Africa by the first black U.S. president since he took office. Many Africans have expressed disappointment over Obama's lack of direct engagement with affairs on their continent ? particularly given that his father was Kenyan and he has many relatives living in Africa ? yet he was still enthusiastically welcomed.

Thousands of people gathered on the roadways near the presidential palace as Obama's motorcade sped through the coastal city, many in the crowds wearing white to symbolize peace. Some waved homemade signs welcoming Obama, while those gathered near the palace entrance sang and played drums, the rhythmic beats audible from inside the gates.

At Goree Island, the former slave trading post Obama visited later Thursday, local residents waited under scorching sun for hours to catch a glimpse of the president. They sang a song about his return to his ancestral homeland and broke into jubilant cheers as Obama and first lady Michelle Obama walked over to shake hands.

Looming over the festive atmosphere were concerns over former South African leader Nelson Mandela. Obama is due to arrive in South Africa on Friday, though Mandela's precarious condition adds some uncertainty to the agenda.

Obama spoke reverently about the impact that Mandela's struggle against apartheid had on his own activism, as well as about the 94-year-old's influence in Africa and around the world.

"If and when he passes from this place, one thing I think we'll all know is that his legacy is one that will linger on throughout the ages," said Obama, who has sometimes been linked to Mandela given their shared status as their nations' first black presidents.

Mandela's democratic influence in Africa is at the core of Obama's trip. The three countries he will visit were selected as a signal of U.S. support for African nations that have embraced democracy in a region where the legacy of corruption and authoritarianism have been difficult to overcome.

Sall, for example, won the presidency in Senegal last year by ousting an incumbent president who attempted to change the constitution to make it easier for him to be re-elected and for his son to succeed him.

Africa's democratic movements have not been accompanied in most places by equal rights for gays and lesbians. A report Monday by Amnesty International said 38 African countries criminalize homosexuality. In four of those ? Mauritania, northern Nigeria, southern Somalia and Sudan ? the punishment is death.

Discrimination against gays is the norm. In Uganda, evictions of homosexuals by landlords occur regularly, says the Amnesty report. Vigilante groups in several countries have posted the names of homosexuals online or denounced them on the radio, forcing them to go into hiding to avoid mob violence. In Senegal, suspected homosexuals who were buried in Muslim cemeteries were disinterred in several towns and villages, and their corpses were dragged through the streets.

On another subject, Obama was pressed in his news conference about the status of former government contractor Edward Snowden, who has acknowledged leaking highly classified documents detailing sweeping U.S. government surveillance programs. The Chinese government let Snowden leave Hong Kong, where he had been hiding, to travel to Russia, where he is now believed to be holed up in the transit zone at Moscow's airport.

Obama dismissed the notion of deploying U.S. military resources to detain Snowden, saying "I'm not going to be scrambling jets to get a 29-year-old hacker."

On still another topic, the president had harsh words for the Supreme Court on its ruling this week that overturned key elements of the Voting Rights Act. Obama declared the decision "a mistake."

"I might not be here as president had it not been for those who courageously helped to pass the Voting Rights Act," Obama said.

The president is being accompanied throughout his trip by wife, daughters Malia and Sasha, and mother-in-law Marian Robinson. Following the president's meetings with Sall, the family boarded a ferry bound for Goree Island, which by some accounts was the center of the Atlantic slave trade.

The Obamas were given a tour of the salmon-colored House of Slaves where Africans were held before being sold into slavery. The president then peered out into the vast Atlantic through the Door of No Return, where shackled men, women and children left Africa, inching across a plank to the hull of a waiting ship.

"Obviously, for an African-American, an African-American president, to be able to visit this site, I think, gives me even greater motivation in terms of human rights around the world," Obama said after his tour.

The president's stop on Goree Island was the first of two visits on the trip highlighting racial change in Africa. The second is scheduled for Sunday at South Africa's Robben Island, where Mandela spent 18 of his 27 years in prison.

Army to cut brigades at 10 US bases

WASHINGTON (AP) ? The Army will eliminate at least 12 combat brigades, relocate thousands of soldiers and cancel $400 million in construction projects as the first wave of federal budget cuts takes aim at military communities around the country.

In a massive restructuring, Army leaders said Tuesday that they will slash the number of active duty combat brigades from 45 to 33, as the service moves forward with a longtime plan to cut the size of the service by 80,000. And they warned that more cuts ? of as many as 100,000 more active duty, National Guard and Reserve soldiers ? could be coming if Congress allows billions of dollars in automatic budget cuts to continue next year.

The sweeping changes would eliminate brigades ? which number from 3,500 to 5,000 troops ? at 10 Army bases in the U.S. by 2017, including those in Texas, Kentucky, Georgia, Colorado, North Carolina, New York, Kansas and Washington. The Army will also cut thousands of other jobs across the service, including soldiers in units that support the brigades, and two brigades in Germany have already been scheduled for elimination.

Gen. Ray Odierno, Army chief of staff, said one additional brigade will likely be cut, but no final decisions have been made.

"I know in the local communities it will have its impact," Odierno told reporters Tuesday. "But we've done our best to reach out to them so they understand what the impacts are. We've tried to make it as small an impact as possible for as many communities as we could."

Members of Congress, meanwhile, expressed concerns about the prospects for greater cuts down the road.

Rep. Howard P. "Buck" McKeon, R-Calif., chairman of the House Armed Services Committee, said his panel "will carefully examine the implications of this initial restructuring, but we all must understand that this is only the tip of the iceberg, much deeper cuts are still to come."

The Army is being reduced in size from a high of about 570,000 during the peak of the Iraq war to 490,000 as part of efforts to cut the budget and reflect the country's military needs as the wars in Iraq and Afghanistan end. Odierno said that the potential 100,000 more would be spread out across the active duty, Guard and Reserves, and that there also could be reductions in the Army's 13 aviation brigades.

While the personnel cuts may have less impact at some of the Army's larger bases such as Fort Hood in Texas and Fort Bragg in North Carolina, they could be more painful for communities around some of the smaller installations such as Fort Knox, where currently only one brigade is based.

The other seven U.S. bases that will lose a brigade are: Fort Bliss in Texas, Fort Campbell in Kentucky, Fort Carson in Colorado, Fort Drum in New York, Fort Riley in Kansas, Fort Stewart in Georgia, and Joint Base Lewis-McChord in Washington. Soldiers in the deactivated brigades would be transferred to other units.

Odierno said the Army tried to spread out the cuts geographically. He said Fort Knox scored the lowest in military value, but insisted the reduction was not the first step toward closing the base. He noted that about 4,000 civilians workers had been added there, as well as the Army's recruiting command.

The overall cut in size has been known for more than a year, and Army leaders have been working on how to manage the reduction, conducting local community meetings across the country and releasing an extensive study on the issue earlier this year.

Under the plan announced Tuesday, the Army will increase the size of its infantry and armor brigades by adding another battalion, which is between 600-800 soldiers. Adding the battalion was a recommendation from commanders in Iraq and Afghanistan who said it would beef up the fighting capabilities of the brigades when they go to war.

Odierno said he continues to hope that he will be able to cut the 80,000 soldiers largely through voluntary departures. He said he believes he will have to force several hundred officers to leave in order to get the proper number of soldiers at various ranks. But, if the automatic cuts go forward, Odierno said he would likely have to force soldiers out of the Army.

These initial brigade cuts do not affect National Guard or Reserve units.

Officials said the decisions on the cuts were based on a variety of factors including required training resources, ranges, air space and infrastructure, as well as the need to put units near leadership and headquarters units.

It's probably not a huge stretch to say that Samsung's Galaxy S 4 running stock Android was the biggest surprise to come out of Google I/O last month. The handset -- officially called Samsung Galaxy S 4 Google Play edition -- is now on sale in the Play store for $649 alongside a special version of the HTC One. Spec-wise, the phone is identical to AT&T's 16GB model and supports the same bands (including LTE). It's powered by Qualcomm's 1.9GHz quad-core Snapdragon 600 processor with 2GB or RAM and features a 5-inch 1080p Super AMOLED display, 13-megapixel camera with flash, removable 2600mAh Li-ion battery and microSD expansion. While we briefly handled the phone at I/O, it wasn't until yesterday that we got to spend some quality time with it. Hit the break for our first impressions and hands-on video.
